To upload a PNOA file, download the selected file to your mobile phone at ftp://ftp.itacyl.es/cartodroid/ortofotos/pnoa/4326/2014/hojas_itacyl_mbtiles/, then create a layer Raster layer, Upload file MBTiles / Rasterlite. Now select the downloaded file and you can view the file.
